Abstract

Abstract

Efforts to moderate conflict are as old as conflict itself. Throughout the ages, restraint in warfare has been informed by religious and ethical considerations, chivalry and class, and, increasingly since the mid-19th century, a body of customary and treaty law variously referred to as the laws of war, the law of armed conflict (LOAC) or international humanitarian law (IHL). As they evolved from the mid-19th century, these laws were increasingly underpinned by humanitarianism, then in the mid-20th century, were assumed to be universal. But violations of these restraints are also as old as conflict itself. The history of conflict is replete with examples of exclusions from protections designed to moderate warfare. This edited volume explores the degree to which protections in modern warfare might be informed by notions of 'civility' and 'barbarism', or, to put it another way, asks if only those deemed to be civilised are afforded protections prescribed by the laws of war?

Abstract

Abstract

Many believe that despite its destructive character, war ultimately boosts long-term economic growth. For the United States this view is often supported by appeal to the experience of the Second World War, understood as a triumph of both production and productivity. Alexander Field shows that between 1941 and 1945 manufacturing productivity actually declined, depressed by changes in the output mix and resource shocks from enemy action, including curtailed access to natural rubber and, on the Eastern Seaboard, petroleum. The war forced a shift away from producing goods in which the country had a great deal of experience toward those in which it had little. Learning by doing was only a partial counterbalance to the intermittent idleness and input hoarding that characterized a shortage economy and dragged down productivity. The conflict distorted human and physical capital accumulation and once it ended, America stopped producing most of the new goods. The war temporarily shut down basic scientific research and the ongoing development of civilian goods. U.S. world economic dominance in 1948, Field shows, was due less to the experience of making war goods and more to the country's productive potential in 1941.

Abstract

The tough Spartan soldier is one of the most enduring images from antiquity. Yet Spartans too fell in battle - so how did ancient Sparta memorialise its wars and war dead? From the poet Tyrtaeus inspiring soldiers with rousing verse in the seventh century BCE to inscriptions celebrating the 300's last stand at Thermopylae, and from Spartan imperialists posing as liberators during the Peloponnesian War to the modern reception of the Spartan as a brave warrior defending the "West", Sparta has had an outsized role in how warfare is framed and remembered. This image has also been distorted by the Spartans themselves and their later interpreters. While debates continue to rage about the appropriateness of monuments to supposed war heroes in our civic squares, this authoritative and engaging book suggests that how the Spartans commemorated their military past, and how this shaped their military future, has perhaps never been more pertinent.

Abstract

Despite the non-governmental status of the UNESCO-affiliated International Theatre Institute (ITI), its organisational structures enabled its member states to use it as an instrument of cultural representation for national and Cold War purposes. In the late 1970s and early 1980s, the East German national centre of the ITI hosted several seminars and colloquia for theatre artists from the Global South. These events focussed heavily on playwright Bertolt Brecht as a figurehead of East German theatre since his plays and theories were of great interest to the international theatre community. This chapter examines how the GDR centre used the international community of the ITI to find and contact artistically and politically suitable participants from emerging countries and how they conceptualized and adjusted their presentation of Brecht's work and methods not only according to their participants' needs, but also to build a specific national brand of soft power designed to appeal to artists and cultural policy makers in the non-aligned countries: the GDR and the East German artists as partners and supporters of nation building.

Abstract

In sub-Saharan Africa a number of national theatres were established from the 1950s onwards. Their construction involved British colonial administration, American philanthropy and Chinese development aid. While each history is particular, they share certain common experiences that can be read as an allegory of postcolonial history. This narrative is bracketed by the seemingly contradictory terms modular modernity and cultural heritage: modernity with its promise of the new, cultural heritage with its ideology of preservation. While apparently oppositional terms, they are in fact two points on a continuum of Western and Asian influence on the African continent. There is a direct through-line connecting modular modernity with cultural heritage discourse of the post-Cold War period. This chapter's main example is the National Theatre in Uganda which can read as a test case of shifting discourses and agendas in the context of the Cultural Cold War and its long-term implications.
